Walter Rybolt created this fund through his estate to benefit graduating high school students from Delaware County, Ohio attending colleges or universities other than Ohio Wesleyan University, where he established a separate scholarship fund. Mr. Rybolt, owner of Rybolt Production Products, was a member of the Delaware City Council for six years, and served as chairman of Red Cross. Mrs. Rybolt volunteered for Red Cross and was the residential chairman of United Way. Walter and Mary both graduated from Ohio Wesleyan and were longtime residents of Delaware, Ohio.
- Candidates must be residents of Delaware County, OH who are graduating seniors from an accredited high school in Delaware County. In 2026, candidates must attend Genoa Christian Academy.
- Candidates must be pursuing a post-secondary education, full-time, at an accredited public or nonprofit independent college or university, other than Ohio Wesleyan University.
- Candidates must have a minimum 3.0 grade point average on a 4.0 scale.
- Candidates must attend or plan to attend an educational institution in the U.S.
